Prep batter: Heat oven to 350 degrees. Beat batter ingredients in large mixer bowl on low speed for ~30 seconds. Beat on medium speed, scraping bowl occasionally, ~2 minutes.

Prep streusel: Mix all streusel ingredients until crumbly.

Bake: Spread half of the batter in greased 13x9-inch pan or 9x9-inch pan. Sprinkle with half of streusel. Top with remaining batter; top with remaining streusel. Bake until wooden pick inserted in center comes out clean, about 35 to 40 minutes.
